PAC Citywide, January 31, 2000 Introduction to minutes: The following is the agenda and notes from the Citywide PAC meeting. As you will notice from the level of topics that are included, the PAC system is a place where city officials and citizens can come together to affect positive changes in our community. You will notice that there are places where citizens can become involved and in the process affect the citizen-city interaction. One such place is the new program the Durham Police Department is starting. The program called STARS is a multi-agency project, which includes community interdiction in effort to offer aid and reduce crime. For STARS to be implemented in any meaningful way in Durham, the community will need to become involved. On the last agenda the PAC system seems to be in a pattern of growth. It is our wish that this growth moves forward in a positive constructive manner. The growth needs to be based on what we have already established and not a reversion of the system. The Durham Police Department has been a fine steward of the Citywide PAC system. The system is working. To dismantle the system without having something that can work better in its place is not an option. We would like to assure all District II PAC members that one of our primary concerns during this growth process is to continued the fine working relations that PAC II has with its city representatives and especially the Durham Police Department.

II Co-Chair *** January 6, 2000, Meeting of Partners Against Crime (PAC) Leaders with City Manager Human
Relations Commission Larry Revelle discussed information pertaining to Durham Human Relations Week Activities Feb. 13-20, 2000. He also discussed some of the things that the Commission could do for individuals and neighborhoods. Nuisance
Abatement This agenda item was initiated from concerns other PACs had in pursuing Nuisance Abatement procedures. PAC IV was working with individual lawyers and the District Attorney in abatement procedures. PAC I had worked with the City Attorney and City Council on the 14 Caret Club abatement issues in District I. There has been an unclear procedure for filing these abatements, plus working with the city prolonged the process and made it more difficult for citizens to initiate these type of legal interdictions. Patrick Baker is responsible for starting a group to look at the issue of how these abatement procedures will be coordinated within the various departments that need to be involved. Citizen representatives will be involved in the procedure defining process. STARS
Program This agenda item was an introduction to the community about a new program that the DPD had been planning. The STARS Program is being based on similar programs that have been started in other cities with much success. The program strives to include the ideas of a "no tolerance" approach with community interdiction targeted at the 3% of Durhams criminal population that are repeat offenders. The program will target 18-25 year olds with offers of help plus a notification that the "revolving jail door" is shutting. The program will be a multi-agency effort with involvement from community leaders such as Abdul-hafeez Waheed, Chair of the Human Relations Commission, religious leaders and hopefully citizens. of Officers Uniform Patrol Commander This item came out of the meeting that the citizen leadership of the city PACs had with the City Manager. (Agenda items from the two planning meeting plus minutes from the City Manager Meeting should have been emailed to everyone. Anyone needing a copy please call Pam or Brooke.) Major Chalmers basically stated that the PAC program was initialed as a citizen based program and if the citizen felt it was time to take the leadership role at the city wide meetings the police department would welcome this change of events. The PAC leadership will meet at the downtown public library Feb. 22, 2000 at 6:00 to discuss the next step in this path.
