OLD BUSINESS

  • Follow-up on nuisance abatement activities.
Steve Chalmers spoke with Patrick Baker of the City Attorney's Office about two weeks ago. Baker would like the names of PAC representatives to serve on nuisance abatement panel. Mayme Webb's name was forwarded (at her request, prior to the meeting). Glennis Jones volunteered for PAC 2. Districts 1 and 4 will forward candidates to Chalmers (560-4322/schalmers@ci.durham.nc.us). He will be in touch with those who will serve to schedule the meeting with Baker.
  • Announcement regarding follow-up meeting with city manager.
Pam Spaulding informed citywide that the facilitators will be meeting with Lamont Ewell after the Q2 meeting to discuss the structure and organization of the citywide meeting. Issues include increased and consistent communication between city departments and the PACs in order to maximize the productivity of the quarterly meetings, a way to have minutes recorded and distributed, etc.
  • Grant updates and identification of hurdles encountered by neighborhoods and PACs so that next year's process can be more user friendly.
Ada Gregory, the current grants coordinator, has taken another job but will continue to shepherd the grants currently in the queue for all the PACs on a part time basis. This arrangement will continue until a replacement is hired and trained. In that vein, discussion in the room centered on the necessity to re-evaluate the current grant writing documentation and procedures for uniformity and clarity for the PACs.

It was suggested that a committee be formed to meet with Ada Gregory to compare notes to ensure that her successor has a clear idea about how grants are to be properly submitted by the PACs. Also, the new grants coordinator will need guidelines so that grants are processed promptly after submission, and that tracking/reporting of expenditures to the PACs is routinized. Steve Chalmers agreed to coordinate the meeting. Dot Heatherington volunteered to represent PAC 2; the other PAC facilitators will recruit a representative and will be in touch with Chalmers to assign that person to the meeting, which will occur in the next 2-3 weeks.

NEW BUSINESS

  • Contact sheet clarifications.
Current contact information for all PAC facilitators, DPD officers and city departments that attend PAC meetings was passed out so that changes in information could be forwarded. Pam Spaulding is maintaining the document (pspauld@yahoo.com). Several updates were made; an updated file will be distributed via email, placed on the PAC 2 website, and made available as hard copy at the Q3 citywide meeting or by request.
  • Protocol for taking and distributing minutes.
There was a consensus that minutes are important for the citywide meeting, however there was no decision made on how to accomplish this. One suggestion was to have each PAC be responsible for providing someone to take minutes. This would rotate to each PAC for each citywide meeting. An inquiry was made as to whether the city could provide staff to take the minutes and distribute them to facilitators and attendees. The issue will be discussed at the next PAC facilitator meeting.
  • Open discussion.
-- STARS program: a reminder that the next meeting will be on Monday, May 1, 5PM in the community services room at DPD HQ. The PACs are encouraged to send representatives to this meeting so that those being counseled can be made aware of the community's concerns.

-- Police Academy: next session begins on Tuesday, May 2.

-- Interdepartmental Team Meetings: Officer Scott inquired as to how and if information at these meetings was being reported to the PACs consistently and whether the meetings have been productive. PAC 1 and 4 said that the meetings are informal, and informally reported to the PACs. It was noted that PAC 1 has a newsletter, and all interdepartmental news is channeled into that document and distributed to the community. The idea of a newsletter to distribute information was raised in PAC 2 but the lack of volunteers to put it together has put that project on the back burner.

-- National Homeownership Week: June 3 is the kickoff day. Tables will be set up at grocery stores, identified by the PACs, so that PACs and neighborhood associations can distribute information about themselves while the city gives out information about home ownership programs to the public. PAC 2's location will be the Harris Teeter at Northgate.

-- Neighborhood Summit: This event will occur on October 21 at the Durham Armory, from 8:30AM-2PM. More news to follow from Mike Shiflett (labacm@gte.net).

  • Structural issues refined (liaison, facilitator, agenda setting, etc.)
Issues to cover include training for facilitators on task forces, team building, etc. so that citywide can be effective as an organizing tool.
