Citywide Meeting
Monday, July 24, 2000
Frank Hyman facilitated the meeting. All participants preferred the room
seating to be arranged in a circle for the next meeting. Additional items
were added to the agenda and they were: Involving County Services in the
PAC and Mayor's Town Meeting.
Agenda Items Discussions
Downtown District Report
Terry Mangum is working on a proposal that will also include the final
boundaries for the new PAC district. In general the boundaries are Rutherford
St. to Alston Ave. to Durham Freeway to Geer St. After the proposal is
approved and the boundaries are finalized a map will be developed indicating
all the boundaries. The timeline finalizing this proposal is between now
and the end of September.
Nuisance Abatement
After a subcommittee meeting with Patrick Baker, the PAC facilitators
were asked to submit a draft outlining the steps involved in initiating
a complaint. The document was forwarded to Major Steve Charmers. Toni
Smith the police attorney prepared a document explaining the law and the
process involved in making a complaint to the city. All facilitators were
asked to review the document and are prepared to give feedback at the
next facilitator's meeting. A suggestion was made to have the document
available on the website once approved. A concern was raised regarding
the $1,000.00 bond to file the complaint. Major Chalmers felt this would
not be an issue since the city will probably act on be have of PAC's and
the bond will not be necessary.
Computer Training for Police
What is the police's policy for providing access to computer training?
Is it mandatory? How many of the police have email and know how to use
it. The response was that computer training is made available to all police
officers. These include classes for beginners to PowerPoint. Sign-ups
are available on a regular basis and if any officer wants to take advantage
of the training it depends on their schedule and their individual desire.
It is not mandatory however once they have their own computers (MDT's
Mobile Data Terminals) which will be placed in each car the need for the
police to be more proficient is essential to them doing their job. Currently
all police officers do not have an email address but they can be reach
through their link within each District. A person merely needs to email
the policeman's district ...district#@cidurham.nc.us.
Grant Process
A subcommittee meeting was held with Jesse Burwell, who wanted to update
us on our grant process and to entertain any of our concerns/questions.
Jesse would like proposals for the next rounds of grants by July 31, 2000.
These grant submissions have a deadline of September 30, 2000 and if not
used the funding will return to the Federal Government. We also reviewed
other funding sources we may need to pursue which would not require so
many restrictions. One idea was to look at non-agency funding through
the city of Durham. These ideas will require further investigation. A
suggestion from the floor was not to schedule these meetings at 3:00pm.
The group preferred evening meetings.
County Services
Representatives from District 4 and District 1 would like to see the county
involved with Partners Against Crime. If they could be available to address
questions and issues regarding the areas where they have responsibilities.
Cooperative Extension may be helpful with the Latino community and Social
Services as another area we could use assistance. Jennifer and Steve will
draft a letter in support of County's involvement in the PAC meetings.
Town Meetings
Some PAC facilitators felt should have had more involvement with the Town
Meeting. Many did not feel PAC and its meetings were properly promoted
in the publicity and emails as we were told. In general the problems go
far beyond just the police and should be more of a collective effort from
the community and the city. What suggestions does the PAC have for the
Mayor's Town Meetings?
* Notification of when offenders are release into a community
* Need more support for Police and PAC
* Better lines of communication with Police Officers
* More community involvement from Police so they get know the people better
who live in the community.
* Request mayor to promote and support the PAC better.
General Information
District 3 will be responsible for getting the next citywide agenda to
Major Chalmers.
