Newman called the meeting to order at 6:09 PM

BYLAWS: Newman started the meeting by having everyone in attendance introduce themselves and what neighborhood they lived in along with the organization to which they belonged. (Newman repeated the introductions 15 minutes later after more people arrived). An attendance sheet was passed around for people to sign in.

Newman passed out a draft of the proposed PAC2 By-Laws and thanked those who had contributed constructive improvements over the last few months. He encouraged the residents to take the By-Laws back to their neighborhoods and communities for review and further suggestions. A vote on a final version will be held next month during the scheduled PAC2 meeting in April. Newman also reminded the group that the By-Laws are available on the PAC2 website (http://www.pac2durham.com/resources/pacbylaws.htm). Suggestions are welcome via the website, listserve and or by telephone.

Julie Holmes made a motion for use of the Arabic moniker “2” instead of the roman moniker “II” in describing the group. The motion was seconded by Mike Shiflett and pass unaminously.

ELECTIONS: Brooke reminded everyone that PAC2 elections will be held in May. She confirmed that Newman is seeking an additional year as Co-facilitator while she said she is stepping down to allow someone else to fill her position. There are four ‘elected officials´ to be voted in, including two Facilitators, a Secretary and a Treasurer. Nominations are currently being accepted. Each nominees must submit to the Facilitators by April 15, 2002, a written request identifying her or his name and the position being sought in order to be added to the ballot. Anyone wanting information about the official positions, or information on other ways to be part of the PAC2 leadership team, call Brooke.

FREE SIGNS: Newman reminded those in attendance that more free "NO SOLICITING" signs are available for those in attendance. The signs were donated to PAC2 anonymously and are free to anyone who attends a meeting.

RESOURCE ALLOCATION STUDY: Newman passed out packets of information to each neighborhood representative related to a study of reported Part I crimes, beginning January 1, 2001, in District II that was conducted by PAC2 volunteers. He encouraged each neighborhood to review the material. PAC2 intends to bring this information to City Council during the April 15th meeting. Several items from the information packet were discussed including: Current beats, combination of 211 and 212 in Jan 2002, Duke Police coverage area, unified neighborhoods (OND, DUKE PARK NA) under new boundaries, and the concentration of criminal activity within some beats. If the PAC2 neighborhood representatives need help presenting the information back to their neighborhoods groups they can call either Brooke or Newman.

Major Tiffin was introduced he will be responsible for conducting a comprehensive resource allocation study for the Durham Police Department. Major Tiffin confirmed that it would take at least two months for the study, which means the data will not make into this year´s city budgeting cycle. He pointed out that this study is very different from previous studies conducted by the Police Department in that it encourages and actively recruits community participation. This approach benefits both the police department and the citizens and increases the likelihood that the resulting resource allocation will be both fair and equitable.

Calls for Service, length of calls, time of day, day of week and the quarter they occur in. The study will involve two phases. The first phase will involve the allocation of Uniform Patrol Officers and the second will consider the allocation of CDI and the other investigative units. The goal of this comprehensive study is to equitably distribute Durham´s law enforcement resources.

Major Tiffin said that over the years he has observed increased cooperation in combating the sources of crime from other departments within the city (Public Works, Housing and Community Development, Zoning Enforcement) as well as the Sheriffs Department.

Neighborhood Concerns: Brooke and Newman opened the floor for individuals to bring up concerns and happenings

Walltown: There still is a problem with loitering youth at the corner of Onslow and Englewood. Lynwood Best (H&CD) along with Bennie Fields are working with Capt. Clark on dealing with a residence that seems to be the source of the problem. Several members of the District Area CAT team were also present and will follow up on this issue.

Park Patrol Capt. Taylor also introduced himself and made himself available for residents to speak with after the meeting

Riverview Shopping Center is seeing a resurgence of much younger juveniles threatening and harassing businesses and their customers. Capt. Clark is aware of the problem and is allocating some resources to address it.

Several people mentioned that there still seems to be a problem with unleashed dogs and dog packs in the city. Sean Haugh was complemented for representing PAC2 with regard to the issues surrounding the removal of the Animal Control Supervisor. Sean said that he has developed a much better relationship with both the County Manager, Mike Ruffin, and Mike Turner. They have been very receptive and promised future cooperation based on mutual respect and constructive approaches to this problem.

Julie Holmes from the Watts Hospital Hillandale Neighborhood Association requested the use of block grant money to assist individuals who could not afford a SafeSkills class that her neighborhood is organizing. A motion was made for the allocation of $500 to assist individuals in District 2 who are unable to afford the costs for attend the SafeSkills class. The motion was seconded by Mike Shiflett and passed unanimously.

Sgt. Sarvis gave us an update on several of the calls made to 911 within the last month. In one case a resident called in a suspicious person in the neighborhood who was stopped and detained by the responding officer long enough to discover that the individual was wanted in New Jersey on charges of Indecent Liberties. In another case, a resident called in a suspicious vehicle that was pulled over and found to contain many stolen items from car break-ins around the Hillandale and Hillsboro Road area. Sgt. Sarvis commended the public and particularly these citizens for actively reporting these activities to 911.
